The Complete Guide to the WhatsApp Business API (2026)
What the WhatsApp Business API is, how it works, what it costs, the 24-hour rule, templates, messaging limits and how to get access in 2026.
On this page
The WhatsApp Business API (Meta now calls it the WhatsApp Business Platform, and the hosted version the Cloud API) is how a business runs WhatsApp at scale: several agents on one number, automated replies, approved message templates, broadcasts to opted-in customers, and connections to a store or CRM. This guide explains how it works in 2026, what it costs, the rules that trip people up, and how to get started without writing code.
Key takeaways
- The WhatsApp Business API is not an app you download. You reach it through software (a platform like ReploChat) that connects to Meta's Cloud API.
- Customers can message you any time. You can reply freely for 24 hours after their last message; outside that window you must send a Meta-approved template.
- Meta bills your own WhatsApp Business Account per message, by category (marketing, utility, authentication, service) and by the customer's country.
- New numbers start with a cap on how many customers you can message first each day. The cap rises as you send good-quality messages.
- You need opt-in before you message someone first. Quality and consent matter more than volume.
What is the WhatsApp Business API?
WhatsApp has three business products:
- WhatsApp Business app: the free phone app for small shops. One phone, plus a few linked devices, and basic labels and quick replies.
- WhatsApp Business Platform (API): a programmable interface with no app of its own. Software sends and receives messages for you, so many people and automations can share one number.
- Meta Verified for business: a paid verification subscription. It is separate from the API.
Most businesses that outgrow the app move to the API for four reasons: more than a couple of people need to answer chats, they want automation (welcome messages, chatbots, AI replies), they want to send order updates automatically, and they want to message many opted-in customers at once. If you are still deciding, read our Business app vs API decision checklist.
Cloud API vs On-Premises API
Meta used to offer an On-Premises API that businesses hosted themselves. It has been retired, and new integrations use the Cloud API, which Meta hosts. Platforms such as ReploChat connect to the Cloud API for you, so there are no servers to run.
How the WhatsApp Business API works
The building blocks:
- Meta Business portfolio (formerly Business Manager): your company's container in Meta.
- WhatsApp Business Account (WABA): holds your phone numbers and templates and is billed by Meta.
- Phone number: a number that is not currently registered on a WhatsApp app (or one you remove from the app first). It gets a display name that Meta reviews.
- A platform that talks to the Cloud API: it receives incoming messages via webhooks and sends replies, templates and media.
When a customer writes to you, Meta sends the message to your platform's webhook. Your team sees it in a shared inbox, or an automation answers it. When you reply, the platform calls the API, and Meta delivers the message and reports back sent, delivered, read or failed.
The 24-hour customer service window
This is the rule that confuses new users most. Each time a customer messages you, a 24-hour customer service window opens (or restarts). Inside it you can send any normal message: free text, images, documents, voice notes and interactive buttons. After it closes, the only thing you can send is an approved template message.
Example:
- Monday 10:00, the customer asks: "Do you have this in size M?" The window is open until Tuesday 10:00.
- Monday 10:05, you reply with free text. That's allowed.
- Wednesday 09:00, you want to say "Size M is back in stock". The window has closed, so you must send a template such as back_in_stock.
Good software enforces this for you. In ReploChat's team inbox, the composer switches to template mode when the window has closed, so agents never hit a failed send.
Message templates
Templates are pre-written messages that Meta reviews before you can use them. They can include a header (text, image, video or document), a body with variables such as {{1}} or named ones such as {{customer_name}}, a footer and buttons (quick reply, link, call or open-a-Flow).
Template categories:
| Category | Use it for | Example |
|---|---|---|
| Marketing | Offers, launches, re-engagement, anything promotional | "Our winter sale starts Friday: 20% off outerwear." |
| Utility | Updates about something the customer did or asked for | "Your order #4412 has been shipped." |
| Authentication | One-time passcodes | "Your verification code is 482913." |
Meta checks the category. A "utility" template with a discount in it will be reclassified as marketing or rejected. Our WhatsApp template message examples that get approved has more than 20 copy-paste examples.
WhatsApp Business API pricing in 2026
There are two separate costs:
- Meta's messaging fees. Since July 2025 Meta charges per message, not per 24-hour conversation. The rate depends on the template category and the country code of the person you are messaging. Marketing templates cost the most. From 1 October 2026 Meta also charges for service messages (replies inside the 24-hour window) above a monthly free allowance. Meta changes rates and rules several times a year, so check Meta's pricing page for current numbers.
- Your platform's subscription. This pays for the inbox, automations, chatbot and reports. With ReploChat, Meta bills your own WABA directly and we add 0% markup to message fees.

Conversations that start from ads
When a customer messages you from a Click-to-WhatsApp ad and you reply within the service window, Meta opens a free entry point window, during which it does not charge for your messages to that person. Our Click-to-WhatsApp ads guide covers how to make the most of it.
Messaging limits and quality rating
Meta limits how many unique customers you can message first (with templates) in a rolling 24-hour period. Replying to people who wrote to you does not count toward this. New senders start at a low limit, and Meta raises it automatically when you use a good share of your current limit while keeping your quality rating healthy. Blocks, reports and low engagement lower your quality, and a poor rating can stop your limit from rising.
Meta also caps how many marketing templates one person receives from businesses in a given period, so some marketing messages may not be delivered to people who already get a lot of them.
Opt-in: the rule you can't skip
WhatsApp's Business Messaging Policy requires that people agree to get messages from you before you send them the first message. Valid opt-in examples:
- A checkbox at checkout: "Send me order updates on WhatsApp."
- A website form field with a clear WhatsApp consent line.
- The customer messaging you first, for that conversation.
Always honour opt-outs. ReploChat handles STOP and START automatically and skips opted-out contacts in campaigns.
What you can build on the WhatsApp Business API
Shared team inbox
Every agent works from one inbox across all your numbers, with assignment, labels, private notes, quick replies and open/resolved status. Customers see one business identity.
Automation
Welcome messages for new chats, away messages outside business hours, multi-step follow-up sequences that stop when the customer replies, and yearly date reminders such as birthdays or renewals.
Chatbots, Flows and AI
- A visual chatbot builder for menus, buttons and branching questions.
- WhatsApp Flows: Meta's native in-chat forms for lead capture, appointment requests and surveys.
- An AI assistant that answers from your business profile and hands over to a human when it is unsure.
Campaigns
Send approved templates to opted-in contacts filtered by label, now or on a schedule, and track delivered, read and failed status for each recipient.
Commerce automation
Automatic order confirmations, cash-on-delivery (COD) confirmation with Confirm/Cancel buttons, and shipping and cancellation updates from Shopify or WooCommerce (all utility templates), plus abandoned-cart reminders (marketing templates), which are automatic on Shopify and come through the store events API for WooCommerce or custom stores. This matters a lot in COD markets such as Pakistan, where unconfirmed orders lead to courier returns (RTO). See COD order confirmation on WhatsApp.
How to get the WhatsApp Business API (step by step)
- Pick a number. Use a number you can receive an SMS or call on. If it is on the WhatsApp app now, back up and delete that account first.
- Sign up for a platform. On ReploChat, create a workspace at /signup. A free trial starts on signup.
- Connect through Embedded Signup. Click Connect WhatsApp, log in with Facebook in Meta's popup, choose or create your business portfolio and WABA, and verify the number with a code.
- Add a payment method in Meta for your WABA so that template messages can be billed.
- Fill in your business profile. Add services, prices, hours, policies and FAQs. The AI assistant answers from this.
- Create your first templates (an order update and a welcome-back offer, for example) and wait for approval.
- Invite your team and set permissions.

Common mistakes to avoid
- Importing a bought list and blasting it. This is the fastest way to a low quality rating and restrictions.
- Putting promotions in utility templates. Meta will reclassify or reject them.
- Ignoring the 24-hour window. If agents type free text into an expired chat, the message fails.
- Leaving the business profile empty. An AI assistant with no facts can only hand chats over.
- Not measuring anything. Track first response time, resolved chats and campaign read and reply counts from day one.
FAQ
What is the WhatsApp Business API and how does it work?
It is Meta's programmable WhatsApp interface for businesses. A platform connects to Meta's Cloud API, receives your customers' messages through webhooks and sends your replies, templates and media, so many agents and automations can share one number.
Is the WhatsApp Business API free or paid?
It is paid. Meta charges per message by category and country, and your platform charges a subscription. Some messages are not charged, for example those inside a free entry point window from an ad. Check Meta's pricing page for the current rules.
Can I use the same number on the WhatsApp Business app and the API?
Plan for one number per channel. The usual path is to move the number from the app to the API. Back up your chats first, because app chat history does not move to the API.
How long does it take to get access?
With Embedded Signup, connecting a number usually takes minutes. Display name review and template approvals can take longer. Business verification in Meta is needed to raise limits and apply for a green tick.
Do I need a developer?
Not with a no-code platform. ReploChat covers connection, inbox, templates, campaigns, chatbots, Flows and AI without code. The only API it offers is a store events API for custom-built shops.
Can I get the green tick?
Meta decides on verified badges. Notability and business verification matter, and no provider can guarantee one.
